Does the Reaper not spawn in Thebel anymore?
Title. Been idling for like half an hour on several floors and not a single chain.

No, I don't think so

I just reached 62F in Arqa and got tutorial about Reaper. As to how long you have to wait on one floor Idk

Reapers starts appearing in floor 62 and a pop-up appears warning you about them. That was changed from the original where you could get surprised in early floors.

note that from what I've seen this ACTIVATES the Reaper and you can encounter him on the earlier floors afterwards too if you stick around too long
