Report a translation problem
The only thing I can think of is maybe Atlus still remembers when The Answer originally came out their forums got flooded with people hating it in Japan and the West.
If they did do The Answer, they would need to rework it completely and redo the story elements.
Had a unique way of pulling my emotions when I first went through it.
1. Atlus release The Answer remake as standalone game
2. Atlus re-release Persona 3 Reload Redux in about 3 - 5 years later
seeing Atlus track record, i don't think Atlus will added new future DLCs (usually Atlus drops new game with bunch of DLCs in the day one and call it a day), even currently P3 Reload already have 10 DLCs, i don't think they will add The Answer as 11th DLC in the future
For time being, run P3 FES on emulator and jump directly to The Answer is the best solution, i mean hey you don't need play The Journey first, simply after you beat P3 Reload just jump directly to FES The Answer.
Just my two cents on it though, I can't predict the future lol.
1. I did play it. Just because you don't like it, doesn't mean others don't.
2. It's called an educated guess based on Atlus' track record.
