Abdullah's quests can take you on a bit of a journey, considering the Indian ocean has a lot of coast, but try to stay close to Muscat at first. Getting Abdullah to level 30 and unlocking the perk that allows you to capture ships will be a boon. Once you have a handful of ships, preferably medium-sized, you'll be ready to travel to Southeast Asia to finish the "Sea of Light" quest. By the end of this quest, you'll gain at least one character, or possibly two if the stowaway event chain triggers at the same time.
For the rest, you have to be patient. You won't conveniently find someone sitting in the tavern waiting to be recruited, but you will encounter events when entering ports that will either point you in the direction of another character, or they'll join you outright. For me, this didn't really start happening until I was done with the "Sea of Light" quest, and these events might be blocked behind some kind of progress or strength gateway. That is to say that I don't know how to specifically trigger each one, but you should see them as you grow stronger through the natural course of the game.
And for what it's worth, the game seems to have a bias for ports with shipyards. Smaller ports typically don't have much going on in the way of characters.
