Found out it was from the sidequest Sigurd's Contract(starts in Danzig)

Here's some of my findings. Some flawed due to failing memory.

Weaver Zoe: Questline starts in Oslo or Copenhagen. Requires you to go to either Stockholm or London and explore via Post. I found Zoe in London.
Craftsman Brian: Questline starts in Reykjavik. Found in Visby, requires you to grab Gin and Tequila. Tequila is the hard part because that's in Guatemala or Panama which is on the other side of South America.
Shipbuilder Hoffman (Automatic): Liberate Danzig
Docks NPC Old Bowle: Found in Athens I think? Could also be Venice/Trieste/Crete/Syracuse/Istanbul. That area or somewhere.

Most NPCs for the workshop can be found in the europe-spain region. You don't need to go past Africa.

However you do to get that girl in London Library her Manual of leaves and Silk Sachet all the way in Macao for Mikkelson's notes.
