List Modification Technique Blueprint

This Blueprint only can get by fighting Pirate in dangerous area and boss.
How to get it:
1. go to dangerous area, when you reach there there are icon 2 sword (white)
2. defeat all pirate ship that pass there (to do it press "ctrl" then choose battle)
3. after the 2 sword icon become red and blinking, wait for pirate leader ship.
4. if to make sure you get it, prepare equipment that can be trade aroud 100k (i forgot the trade value) then negotiate first with pirate leader to trade the blueprint.
5. after that defeat the pirate leader to clear the area. icon become white again.

- Greek Fire Making (Bounty Istanbul, Greek fire Boss, must have Belugate and must trigger quest in istanbul first)

for my project now is about trading at sea. so i check every ship that i meet and list only valuable item like nauticia chart, tech book, blue print, rare equipment and carving skill this for guide you can get cheaper nauticia chart, early rare equipment, tech book, blue print and others also item you need to prepare for their item value cause you can't use gold while trading at sea.

You need the Armor mod technique (https://sailingera.wiki/en/item/11027) in order to make use of the paint one.

I only have fuchuan ships now and I mostly get killed. When I win I loss almost all my ships while getting only a few items and cash in return.

Also what is pay fine in the government office for? I pay it once before but I don't know what cause this?

Pirate leaders give modifications blueprints above. Most are useless, some are neat.
They also give 150 reputation to all ports in the area you defeat them in.

That being said the loot on the ships is randomly spread, so it's easier to 'negotiate' if you want something specific from a pirate leader.
Otherwise you need to ensure you kill all ships in the fleet rather than just flagship.
Yeah, as weird as it sounds you can negotiate for their items.

Pay fine is paying up for destroying non pirate ships. Not sure what the penalty is however.

You have losses cause you fight them with a fleet of highly likely ships made to carry cargo not battle ships. Its so much easier to fight them with only one ship.

If you want to save yourself quite a bit of playtime in the early game, learn to take fights with just your flagship. Leave the rest of your fleet in the dock then take a single ship out for a battle.

Set up a ship with 4 gunrooms, any bow/stern sails and guns you want, then set it as your flagship and use it for fights. A single ship with mediocre speed can win any of the non-boss battles with good sailing/positioning, if you manage to get the Long-barreled cannons (https://sailingera.wiki/en/item/11035), this becomes much easier.
