some blueprint only appear from certain character like Yoshitaka which his story about ship building.
after you get the blue print just order it and watch the time build. it determine what grade will you get. for the type it completely random. for more success rate you must rise port Tech to 1000
So far, diamonds have given the biggest boost to ship buidling level (ARMS/EXPLORE/TRADE), but I haven't done a lot trial and error to see which goods make the biggest impact.
I did create a rando ship with all superb materials and 4 diamond goods. Got a large galleon but didn't seem to change much, if at all.
Maybe I already answered my own question, using goods is a waste of time/money/effort, but would like a definitive answer if anyone knows.
