How do I trigger the quest associated with this? I have the banner.

Starts with a commerce guild contract from Nasser in Malacca for Andrew.

I don't see a commerce guild contract from Nasser there. Already did the unique one for the mermaid statue today. Tried leveling up Garaba to see if that fixed it and it didn't. Maybe there's another trigger needed first, or I ended up locking it by doing something else first.

Try finding and fighting the Rasmus fleet on the sea. That's the only thing I can think of that I might've done extra.

Might be something to do with the barmaid too? May need certain number of hearts, or max.

Definitely not maxed, but you may need at least 1.

Barmaid or starting a guild there didn't do anything. Going to be trying to find that fleet.

Let me know if you figure it out I was stuck in the same area and the barmaid was my guess but stuck on the MSQ as well so been trying to figure that out

Many characters are gated by main story progress so it's also entirely possible you need to get further if you haven't finished it already. I've yet to see a character that required completing the main story but I know of at least a few that are unavailable until chapter 4.

I've already finished the main story, which possibly could've locked it. I've tried a couple hundred days of hunting ships a bit to the east of Malacca and no luck. Maybe tomorrow I'll bounce around all the SE Asia ports and see if there's a cutscene I missed or something.

I can confirm at least that that does not lock it, as I did this after finishing the main story as Andrew. Finding the Rasmus fleet is usually a pain in the ass, the only cutscenes before Garaba's debt event would be the one in Pattani. If you keep seeing the exact same ships I would definitely start killing off fleets, I think there's a limit to the number of npc fleets on the map at one time. Sometimes saving and reloading on the sea seems to help.

Ok, you do have to fight Rasmus fleet to get the commerce contract to show up.

Reloading at sea might have helped as I did it and then within two fleet battles I found the Rasmus fleet.

Alright thanks for confirming. With how I originally did this I wasn't able to 100% confirm that step was necessary so now I can update my guide lol.

Do I have to find Aji again? Can't seem to revisit Rose Garden and I already picked up the painting there.

I suspect after loading in that NPC ships just operate on a loop. One load I was getting endless Golden Alliance ships from the same direction and no other ships. It'd be good to figure out what ships signal Rasmus fleet and from what direction.
