Now for what he is and how he fits into all of this, gotta give credit to Tolomeo on twitch, he spent a lot of time on the game and a lot of theories of his I agreed with. A lot of these findings are based on how much you consider the Legacy version of the game canon (it does make a lot of sense if you think about the Legacy version as the version Mark was presented in 1995(?), where he complains in a recording that Bucky doesn't look like Bucky).
Layer 4 office/aquarium part features a series of notes detailing a mass of 4 bodies, 3 men and 1 woman to be exact, that formed a mass, that sat locked away for a long time, wanting to be freed. Eventually the mass escaped and split into two, after which both sides went there separate ways. Who the 4 bodies forming the mass are is pretty obvious, our main mascot characters (their Starlinks to be exact). The resulting mass could only be the Amalgamation, mentioned in several notes (the heart).
At this point, there are very few in-game characters that seem to have relatively unknown motives for actually being in the game, main ones being Hornz (the Wendigo), J.D., and Husk. I honestly have no concrete evidence as to how Hornz fits into all of this (he definitely has to: weird area out of bounds and a huge version of him in his mission out of bounds in both the new and legacy version, him being seen in the Waterways ship with Connor when it glitches out and in boat by himself in demo versions etc.).
But I do think, that the 2 half that split from the Amalgamation are Husk and Vandal. I'll focus on Vandal.
One thing that we know for certain, is that Vandal really ♥♥♥♥♥♥♥ hates Mark (as seen in House Tour youtube video), therefore sharing allegiance with remaining Cogware devs. This would explain how Cogware is able to add all the audio that they wouldn't normally have access to into the game (as seen in the youtube video showcasing the debug room). The reason why we know that stuff with Vandal happens some time after 1997, is because of the House Tour video, and mentions of Mark trying to run away. Also he's the only non-human character with a youtube channel.
Now as to why Vandal has a mole-rat(?) suit, while Husk, his other half, seems to be just a blob of whatever, it might be because of who, from the original cast, is inhabiting him. There are only 2 voice recordings in the game that feature a voice with a sort of layering effect to it, making it seem like there are multiple people talking at the same time. The only other instance where we hear the same effect applied, is after finishing the "demo" layer 4 and getting the cutscene with Husk, telling you to find him. From that we could surmise that the voice with this effect means we're listening to either Husk or the Vandal.
Now you might be thinking: "Ok, why wouldn't that mean that all the layered voice mails are only Husk?". I do not think so, because one of these voice mails (right next to the candle in Layer 3 i think) talks about the time when Olivia followed Bucky and attacked him. That voice mail is a whole rabbit hole by itself, but the important parts to think about is who would be able to witness this, and the fact that the voice calls Bucky "Rodent". The only person who ever referred to Bucky as the Rodent was Gary, aka. Giovanni Goose. Gary was a mascot handler when he was alive, would make sense he'd see Olivia try to shank Fentanyl Fazbear.
That's fine and dandy, what does it have to do with Vandal having a suit? We know that Starlings and eventually what spawns from the Amalgamation retains some memories (Vandal hating Mark, Starlings' lines when they chase you, Olivia shanking Bucky), therefore it would make sense for a mascot handler to know where the suits are located. They do need some kind of protection, that's why the Starlings are in suits. Evidence for this is the spooky video of Vandal going through the tunnels (the beaverscratch sign near locked doors to Layer 2, you gotta AFK on it for a while), which would indicate that he knows his way around.
We also do know that he frequently returns to the Beach caves for some reason. There's a whole video of him going through ♥♥♥♥♥♥ up flesh looking tunnels, even calls the place home, which seems like he's returning to the place where the Amalgamation was (the heart in tunnels, Bucky specifically says that he knows that the place is safe).
What are his motives? Same as Cogware's I think. He just really hates Mark and Broadside, Mark especially for locking all initial 4 of them away. That is why he's friendly to you ingame, that's why he has a youtube channel taunting Mark, that's why he's stalking him to his holiday home (fun thing, I think the "gift" that he left him in the House Tour is the Stumbler's hand you find in the diner).
I might misremember some things, but hope this schizo-babble made a lick of sense lol. Where I go from fully believing all this to slight doubt is somewhere near at the "amalgamation into husk and vandal", but he's definitely J.D., and he definitely hates Mark.
surprisingly he has a show and hes a rabbit with a skull mask? I'm not sure if this is hornz but in broadside film fest a show starts at 1:39:56 that's called "cryptic tales from crystal creek" I slightly doubt that is hornz because hes referred to as hunter and the longer ears. they could be a relative to hornz. what also might be a stretch is both there names start with the letter h.
