JA2 Classic - can't recruit Dynamo

Hi. After taking control in Tixa I can't recruit Dynamo. He said, that he has no time. The problem is that the 1st attemp was made by merc with low leadership skill. Next, was made with 85 points and still no success.

He didn't want any medical help. Yes, all story about his killed son.

I've played this game dozens of times (back in the days, so maybe the Steam version is different ?) To recruit him I had to heal him, then to listen to his WHOLE story.
The merc who speaks to him has to have high command stats.
I'm just beging a new game so I can't verify this.
