First time I captured it, I detected all of them, cuz I was afraid that militia will harm itself. But in fact, all cpu characters are immune to default mines. I mean, the mines set by devs during creating the sector. That means that if you haven't put a flag on a mine that will be an empty tile for an NPC.
But if you discharge them and plant it again it will work again enemy soldiers. But I strongly not recommend to do it. During my playing I set the array of mine to activate a chain reaction. It worked, but the game crashed.
The better tactics is not to deal with mines at all. You have to protect your militia from the close contact from elite soldiers. The fence will help you. But you probably have made some hole in it. To fix the holes get a mine, plant it and detect. The flag will prevent NPCs to make a route through the hole.
After that the battle will be very easy. Stupid attackers will hang around the fence back and forth. You stupid militia too, but half of them will take positions and do sniping. You may help them with flashing. Anyway, that will be easy target practice
