Where do you get the Dark Command set for Yuri that stays forever?

You can buy it from people who already owns the set and are willing to sell the permanent ones for you. They can be bought via Black Market by talking to the respective NPC in the area.

Sometimes, keep a look at the Network Chat Channel as people announce if they're selling a rare costume piece like the Splendor of Darkness/Dark Command costumes. Take note that the Black Market only lists the items for 24 hours and put its off the lists. Its either the owner must resell them and list them again for another 24 hours and so on so keep an eye at the Black Market for one.

The most common way is to craft the costume itself via the Syncro Fiber. It'll take 2 costumes to be fused together to create a random costume. I haven't done this entirely yet so the information I've given is not complete but you get the gist of it. You can buy Syncro Fibers via real money in-game located at the EMP STORE. Some people may sell what they've bought in the EMP STORE like the Syncro Fiber at the Black Market. Its all about chance and timing along with grain of in RNG.

Overall, the Dark Command Costume have 10 pieces and to craft such a piece, it takes 2 costumes to be fused together needing at least 20 costume pieces to be merged. RNG takes place so chances are you won't get the right costume you're looking for so you'll need more than 20 for it to happen so its better to buy it in the Black Market than crafting with RNG thing.

if you use 2* + 2* = you have a 10% chance for a sod
for a 3* + 3* = you have a 75% chance for a sod

3* + 3* cost dearly and its much cheaper to buy it by BM cause it not guarantee you get a SoD in that outcome

heres a example
yuri character > (3* yuri feet + 3* any random character feet = 3* yuri sod feet )
^ > (3* yuri weapon + 3* any random character weapon = 3* yuri SoD weapon)
if you fail to get a SoD it will reward you a randomize costume (for yuri i think too)

there was 1 event last x-mas that gives you a 100% chance for SoD combining for 3*+3*

for my opinion since you can only combine costumes you dont get accessory by this process
and the event might come back once most of the wolf dogs characters are unlock or it could be a different 10/10 probably cyber costume

when crafting a 3* you need 120 of advanced phase fibers

the advanced phase fibers can only be aquire throu
salvaging a 2* costume (30x piece per costume)
daily DD (depending on the day of doppelganger)
craft in special ops (weekly craft)
turning your 8x lucky tokens to fiber

even if you manage to get a costume to 3* x2 (3*+3*=random piece) it is not guarantee that it will give you a SoD

so if you fail you lose 1 3* costume in the process

so in other terms the expens of turning a costume 2* > 3* then the rng of fiber not giving a SoD

might wait for event again or try your luck on gamble good luck

I already have a piece but I can not drop 2 or 3 star costumes

Basically, they've made getting a Dark Command costume piece while spending as little real money as possible as difficult as they can. As PapiDeHusky explained, permanent 2-star and 3-star costumes do not drop anywhere; you have to take a 1-star costume piece and upgrade it until it's 3-star, and then do it again for another costume piece, then fuse them together with a Synchro Fiber.

Then and only then do you have a chance to get a Dark Command costume piece, and there's no guarantee that it'll be a piece you need if you already have some of the set. It's going to cost you a lot of phase fiber and advanced phase fiber, not to mention the Synchro Fiber necessary can only be gotten from events or the cash shop. Furthermore, the Synchro Fiber can fail to give you the Dark Command piece, at which point you're losing one of the two 3-star costumes you fused together and have to start the whole process over.

It's a pretty painful process, with lots of opportunity to fail and accrue additional expense.
