not in america atleast, in certain parts of europe it should be possible*includes hitomi tanaka for obvious reasons*. and im guesing theyre not fully grown anyway if she is 13, just the usual artist's preference.

edit:shes also a demon, so puberty for demons can be very different from us muggles
