Which is the best pet that is available at low lvl? can someone tell me?

I'm not sure what your level gap as a low level and what pets you have at your disposal.

What I'm assuming is that you're probably below level 50. Incase you are, you are close to unlocking all those first 5 starter pets by then.

The Black Lambs and Wolf Dog needs to be evolved to level 30 to make it useful. These types of pets are mostly healers but it won't heal you much and barely affect your performance especially in PvE.

The 2nd pet you'll get which is the Mini Scavenger Troop is probably the most suitable one for combat out of all. It benefits you and your pet and attack alongside with you.

Mini Snatcher is also the same as the first pet its just that it heals you in a large amount of quantity.

You can read their stats by accessing the pet info but majority of your pets are just preferential depending on what kind of stats you'll need. Although as of now, I would recommend the Mini Scavenger Troop as mentioned previously and you can decide things then once you unlock all those 5 starter pets.
