How do you usual get them? I mostly see players have them non-limited timed set. I would like to get it but I dont know how to. Is there any procedure or ways in getting them?

u can get DC set either by Synchro Fiber higher chance combining 3 star w/ another 3 star or Black Market ppl usually sell them, Another way rn is the buying emp they have Event rn if u buy 35000 emp they give u dark command set and other stuff

Using Synchro Fiber, any costume item with 3 star will do?

if you use a 3 star costume your chances of getting a dark command piece is 75% and 2 star costume is 10%. to uses synchro fiber you use a base skin of the class your playing so lets say seha hair 3 star then for other piece you can use any other hair piece doesnt matter the class.
