You can also sign-up in Naver and connect it to Nexon. Naver accepts VISA/driver license (only these two) for online verifcation even though you're a foreigner.
Otherwise, you can buy an account from some online seller. Beware though. You may lose the account anytime if the owner of the identity wants to.
Or you can just ask a Korean friend to sign-up for you.
That's everything. If you still can't make an account, then tough luck. As for VPN, I don't think you need a VPN anymore.
