im going out on a limb and saying 10 pm est tmr night as the base game had releases around there due to JP timezones

Its not, maintenance starts at 5 PM PST, and ends at 8 PM PST. The update/patch can happen anytime between that. Pass owners will most likely be able to play him once its updated. Those that don't have him will have to wait after maintenance is over. Either by buying him individually though the game's store page or through the in-game Rupie Shop.

Just tried him out, he's super fun but very weird. He doesn't have an OD moves (yellow flash moves), but basically all of his moves are OD lol.

I agree, I used him he is awesome he has a bunch of combos that are out of the ordinary nothing like the non dlc characters, but like (Unrighteous) said I use his OD moves and there is no flash you opponent will never no if you can't use your skill that takes forever to refresh, because it doesn't flash, the only way to know if they used there OD skill is if you look at the top and check there character details which takes 1 second to long when in a fight that is 1 frame fights!
