he's still strong as is post nerf, and this game likes to keep boss characters like belial relatively strong
He's still a good character, probably one step below top tier. Most of what made him good is still there, good normals, good specials, good combos, he's just a bit less cheap in how he builds up his levels.
People saying Lucilius is still a top tier character or anything above mid tier are clueless.
and all he got was nerfs to sword level gain slowing down his win condition
the rest of his untouched kit and damage output fairly strong if you know how to use him
