Easiest way to find out is to just try the free edition and you can see for yourself.
EU is the least populated server but if you're playing during typical times you should be able to get a ranked match in a minute or two. It is much faster for NA and JP though. There's no region-locked MM in this as far as I know, however, you'll just be dealing with 2-4 more rollback frames depending on opponent if you play at odd hours and the queues taking a bit longer because it prioritizes closer players.
And I've always often read testimonials to the effect that pure beginners were very poorly received by them, "discord effect" after all.
As for me, I'm an experienced European player and I've never felt very well integrated.
And even after all this time, the few players remaining in this region are still script users and lagswitchers. Losers never change. I'm sure that digital rank will make your worthless lives that much better.
