Some characters will struggle more than others yes, but if you like a specific character, there's nothing wrong with sticking to him/her, top tier or not. The most important question is, who do you have the most fun playing with? Having fun is ultimately what matters for any game.
Even the bottom tier characters have a fair chance of winning. They may require more efforts or learning sure, but there's no one truly so bad to a point of being unplayable in this game imo.
