High Completion Rate Only does not work
I have met a guy called Weakling in S++ so many times now and the guy just leaves nearly everytime he loses but i still get matched when i literally never leave. Joke of a game

Does he rage quit? Or does he just not finish the set?

High completion rate is to avoid rage quitters, not one-and-doners.

It is rage quit it is even to the point where i am saying it is a joke. I have played against the dude in one day and only he has quite a total amount of 9 games I didn't match with him anymore i took it as a learning experience and still played with him even if i only lose crystals while winning consistently. But today was the peak i matched him didnt lose one set beat him 3 times in a row he quit every time just so that i match with him again. It is probably coded so that depending on the available player the filter is worthless which is just brainrot like at least give me a crystal. He always quits right before dying or rather when he knows he is dead.

Lose one game, don't rematch, go to your match history, find said player, open his ID, open the menu for his ID, block him. If you already have him in your match history, then just block him outright and don't go through the extra trouble.

none of the options in matchmaking work
I set to local region and no crossplay and get a crossplay match from a different region

How long do you wait between matches?
Usually matchmaking systems become more lenient the more time passes before they can find a match. So like 1-10 seconds, it matches your requirements, then 10~30 starts looking slightly outside, 1min+ just looks for almost anyone and so on...

Also - if someone annoys you - can block them.
