Fighting against Lag Switchers

Not really sure why people are doing this but I can usually tell when someone is playing on Wi-Fi because out the gate the match is laggy as hell but in this case I literally destroyed this Zeta first round and out of nowhere the rollback frames started to go up and were fluctuating while all this is happening he was throwing out her fireballs and gamespeed felt faster than usual and I couldnt react to his fireballs but the guy was blatantly lag switching because he was standing still in neutral and the frames kept fluctuating before before all this happened the match felt fine but towards the end of round 1 right because I activated my Ult while he was in the air and I knew it would catch him the game paused and said connecting so at that moment I knew he was lag switching

Pretty unlikely. If it starts lagging when flashy animations start, he probably just has a garbage PC.
