You know what I'm honestly tired of this, they didn't find a solution for PC players to get codes.

When PC players have the option to refund with less than 2 hours of play, what solution is there?
(There's also the question of whether Valve even allows that kind of bonus)

Why not have more than 2 hours worth of content and make the rewards for beating the final boss the code?

That would probably take considerably more effort to implement properly, since that would mean that they would have to use their servers to verify that you own the correct version (I don't think the code came with the base game) and make sure it doesn't get fooled by a DLC unlocker or something.
Also, I think more than a few people wouldn't want to have to finish the story mode to get the code.
