With the exception a couple outliers the game is actually quite balanced. System mechanics and generic options make it very stable and, thus, skill based. It is only in the higher ranks where the prevalence of certain characters skyrockets.
Whether a game is balanced or not has no direct impact on player propensity to block, play more defensive or have more discipline and patience. The reason why people do block more, the more experienced they get, is because it does pay off to observe and punish repetitive patterns and low creativity and mashing or spamming reversals mindlessly is too high for next to no reward.
One may argue that tiers do not matter since you are matched against opponents who have a similar win rate in your rank bracket. It only so happens that you may be more effective and a more well-rounded player using a low tier like Percival than your opponent abusing Nier or Seox.
