You use both. It's not a matter of preference.

You have to use both. You lose damage on raw specials/supers (not used in a combo) if you do the technical input. Otherwise, using the shortcuts inside of combos makes consistency much easier.

I disable technical inputs; the 10% damage difference when doing the moves raw isn't worth accidental input errors in my opinion. I don't want to accidentally get a fireball when moving from down to forward and hitting an attack.

At the highest level of play, it is optimal to use both, but it's such a negligent difference that I don't bother. I'm sure there are at least a few top players that don't bother with technical either.

both depending on the character.

Honestly seems pointless to have technical if you have use both when simple is clearly better overall. The damage increase isn't worth your inputs not coming out when needed to focus on simple controls. They should of just made this simple only. Reliability > damage always.

It's a matter of comfort more than anything else. Having to find the hand position to get the S version you need (S+M, S+H, S+U) may prove more straining on muscle memory than just entering your motion and the right button (L/M/H/U). Double tapping with technical inputs is also easier to do than with S+X inputs. Furthermore, you can play mixup with the input you use to catch your opponent off guard, if he's condition to respond to characters twerking then a sudden single input DP can come unexpected and be harder to respond to.

I use technical inputs mostly. Not so much because of the extra damage, but because it is more haptic fun for me on an arcade stick. With time I will use the simple inputs more in situations. I think especially in combos it is just more fun on technical without its disadvantages except for botching the input.
i take skill button off my stick completely
