My experience with ranked mode has been pretty fair so far. Every now and then you run into someone who's clearly more experienced yes but they will eventually move out of that rank.
This game's ranks are per-character so it is possible you're running into someone with very solid understanding of fighting game fundamentals who're trying to rank up a different character.
Without knowing what exactly you're struggling with, it's hard to give you any advice other than to keep playing. My personal experience with ranked mode has been pretty consistent for the most part.
Other than getting used to the fact there is no backdash and some input consistency errors. I'm just getting absolutely slammed, do not pass go do not collect 200$. Some games i cant even get a hit in others i can get the to 50% if im lucky. I wasnt aware it was a per character basis, that makes a lot more sense now. As they seems to already know exactly how to counter me exactly already. Then there was a couple cases of goblin mode Anilas that just give me the May treatment with sheep and constant lows.
This is common when starting out and you're not familiar with what everyone does.
Beginners are likely to be spamming stuff but because of autocombos + unfamiliarity with abusable moves, the game makes it difficult to punish anything unless it is REALLY unsafe.
Instead, focus on stealing your turn from your opponent. Small victories.

For the specific examples you've given, Anila's low is very long reach but, that move is slow. Constantly be aware of it and block low or jump in when you see her startup/anticipate her to use it would also be good answers (just be aware not to jump when she isn't actually doing it or you might end up taking a AA hit instead)

Like, in one match I win easily against C2 player 4 rounds in a row while in the next one I can't even touch the guy and I'm dying in the corner to 2 combos from against opponent who's at D4 with 10 matches played.
This. I am doing okay with Guilty Gear Strive, but Mortal Kombat? Had to relearn almost as if it was my first time at the computer.
