Saved progression is a practice that normally appears in 'Early Access' type release schemes, which is the main difference between 'Early Access' and beta testing.
They were a bit aggressive but I think what they meant to say is that typically closed beta tests don't carry progress. Most of the time they're a vertical slice (a small section) of the full game so it wouldn't easily transfer over either. Items awarded for playing a CBT for example would be awarded and tied to your account but anything in-game will almost 100% will not transfer over.
That said you are right; There have been several open betas in which progression does carry over.
I'd say a good rule of thumb is if it's a closed beta that requires you to get access in some way those won't transfer over to keep player at equal footing when the game does fully come out. Open betas with a time limit seem to mostly fall under this too and wipes progress.
Betas without an end date for the most part seem to bring your progress with you but I feel like we don't really see these happen often.
