Either way, it is in not related to the anime that you're asking about. It is its own story and take on the character, just as many other things are (like the recent Hugh Jackman movie). It does not feature the character of Dracula at all, in any form. There are other vampires. He also hunts many other monsters, and uses swords, flintlocks and magic used in many of the more action based versions of Van Hesling like the anime you're referencing (that are again more based on Solomon Kane, especially the look)
