The Igors are those tiny guys with flamethrowers (and also placing mines), and they move very slow.
And on to the question - they appear ONLY in two areas - (first) in The Old Town and (second) in The Gables.
They are very hard to not be killed by mistake, as they are placed among other monster-packs. In those two areas you should be constantly looking to not kill an Igor by accident.
I may point 3 recommendations:
1. As the Igors move slow, the easiest way to get rid of them, without killing them, is to run through some portion of the map, aggro-ing the other monsters and lurring them to some cleared area, where to kill them, without the Igors;
2. Some situations don't allow the approach from point 1, that's why the second way is to actually lure the Igors themselves, but that should be with low damage attack (only to wound them, not to kill them), to make them follow you and, as they move slow, this requires a lot of time, using this approach you may tighten Igors' packs together in some portion of the map, opening other portions for the approach from point 1;
3. Don't speak with Gruumsh (point 5 in http://www.gamebanshee.com/vanhelsing/locations/theoldtown.php), as that way he and his fellow werewolves will become your allies, and respectively will start attacking enemies, including Igors.
I don't pretend my recommendations are the best, that's just how I've got the achievement, so if someone has some better strategy, feel free to share it here.
It really requires careful approach and patience.
That way also works :-) But my character was too weak for running through these maps, and I was forced to invent these approaches.
