out of required tools question

I recruited more builders that require hammers to train and ran out of hammers before I built a tool maker. The tool maker workers require hammers and pliers. While I have the pliers I'm unable to get more hammers. I don't see a way to trade for them. Is there anything I can do or do I have to start over?

I think of one way. If you have other buildings that use a hammer you can pause that building. So the staff will leave it and should go to your tool maker.
If not, sry i think you need to restart.

Always remember to build a tool maker very early on, I usually build it after I build my woodcutter, forester, sawmill, quarry and stonemason!
