How do I progress the Sweeney Toad quest?

I've found Sweeney Toad for the third time, but while searching for him I found the sloth guy and sent him to jail. Now Sweeney wants some thing the sloth stole, but the sloth's den is empty and there's no way to talk to the sloth at the police station. What am I missing?

I think you just have to progress the game for a while and he'll move. I'm not sure if there are specific criteria to make him move, but it doesnt seem like it

That definitely can't be the case, because he moved when I first found him when I entered the area the first time. He was in one spot, I talked to him and he disappeared, then I found him in another spot and he moved again. Then I just kept playing and I forgot about him, until I was told to go to the vile roots and figured I better take care of all of my side quests, so I went searching for him. I found him, close to the Queen coin (Sweeney 3 on that map) but he just tells me the sloth stole something from him and he won't do anything until I get it back. But I can't talk to the sloth and there is nothing in the sloth's den or in front of the sloths den.

Either I am blind or it is bugging out, there is definitely no mask in front of the sloth's den or inside it.

That means you probably met the hidden criteria for the first few encounters already, and you still haven't met the criteria for him to move to the final spot. Him saying he's interested in Sloth's stuff is just a clue to tell you where he'll be next, not that you need to do something related to Sloth. This was one of the last things I was able to do, so the hidden criteria is definitely strict. I'd recommend you keep exploring and complete everything else (quests, vile blooms, horseshoes, etc) and then come back and check after a while

Please help! I’m stuck on the Sweeny Toad mission. He will not move. Just says “Mine.. Mine..” everytime I talk to him. I have tried on different days and all. It’s stopping me from getting my platinum on the game!

If you wait for a day to pass, he will vanish and go to where Gregg Sloth is hiding out. Here you can loot his bag and finish the quest
