I also updated Windows 11 to 24H2 today. It doesn't seem to be causing any problems for me, I hope it stays that way.
You can view the installed DirectX variants using the "dxdiag" program.
Type dxdiag in the Windows start menu and then start the program. Switch to the "Display" tab. There, on the right-hand side under the "Drivers" view, you will see the line "Feature Levels". Somewhere at the end there should also be "...9_3,9_2,9_1". Then DirectX9 is installed correctly.
If not, try starting a vanilla version. Either reinstall the game, don't forget to back up your data, or try the demo from the publisher's website:

You can install this in parallel.
Sometimes the problem is just a "broken" file, for example a ship.
You can also switch from DirectX to "Vulkan", but I don't think that will solve the problem.
