Is the immersion quest bugged?

I have a hook, line and sinker in my inventory. I use any of them on any other and nothing happens. I get either "you take one of the sinkers" or "you can't do that right now". I use a walkthrough which tells me to use the sinke and the line to create a weighted line. I follow the walkthrough, and I get the same error message. The items are in my inventory. Is this a bug? Thanks
