In the combat areas, player numbers are deliberately restricted to make you feel as if you were playing alone. It helps to make you feel as if you were one of a few chosen ones, as well as enhances the creepy atmosphere of the game. You will rarely run into other players, by design. Public chat generally is disabled there. You will only see it while in the Agartha.
With respect to Steam reports, all I can say is that I usually only play it on my Funcom account, which I doubt if the Steam numbers would reflect that. I know for a fact that the Steam version and Funcom accounts can play together.
During the Christmas/Winter Solstice Event, the public raids were well attended, at least in my time zone (EST = -5 GMT)
There is no disputing that SWL is dying as an MMORPG. However, it's the best single player RPG I've ever played. Even the Death of a Game series for it https://www.youtube.com/watch?v=4sewl0u66lQ sounds more like a love song to it than a dirge.
I've played a lot of MMO's that no longer exist except as emulators, such as Star Wars Galaxies, which can't be played well without other people.
Bottom line: SWL can be played solo, so enjoy it while you still can. When you do meet other players, well, all I can say is that they are generally a cut above your typical MMO player.

I agree. As a single player RPG, it's one of the best I've ever played. The only downside is you don't have an NPC party, so it's easiest if your build can tank (interrupt, stun, etc) and heal. DPS is a given for every build, but of course, some are better than others. But I suspect the weakest dps weapon is sufficient to get through the solo content.
I've been liking pistol on my recent return (I've been playing off and on since TSW was released) because it can do all 3 (interrupt/stun, heal/cleanse, and dps) but I'm sure that's not the only weapon type that can do that.
Plus if you need combat support with something that isn't a solo instance, I'm sure other people would help you if they could.
The auction house is still active, if you want to sell items you don't need or buy items you do need. I routinely buy things from the AH that I don't need, so I can sell them to a vendor for anima shards, which I do need.
Yep, I usually play SWL on my Funcom account.
Edited Note: However, I can absolutely attest that Steam players can play with Funcom players. I decided to make an account on Steam, then wanted to get it into my Funcom cabal (so I could access the cabal bank storage). My husband used his Funcom account toon to make that happen.
