Stuck in Kingsmout side quest "Something Wicked"

Hey there, the quest is given by Norma Creed.
After hoping into the prisoners cell as a ghost and reading the graffito it says you should figure out what its cryptic content means. I tried to cheat and read up on the net - it says i should look for a white raven sitting on top of a police car just outside in front of the sheriff's office.
But for me there never spawns a white raven. Even if i pause the quest, restart the game and pick it up again with norma - NO raven!

I am a completionist. This is annoying :)

Am i missing something here? Is it a bug or has the quest been altered compared to TSW?

1 - Make sure you're still dead.

2 - If it doesn't spawn you should still be able to find the circle of ravens it leads you to. They are behind the houses that are between the police station and Norma's house (on the side of the Wisp area). But you gotta still be dead.

It flies away immediately when outside the policebuilding so you may miss it seeing it fly away and are too late. from the policebuilding entrance go right

I don't recall that the mission was different than how it was in TSW.
