I remember this mission in particular being weird but I got through it somehow. I'll try to go through it again tonight and see if I can remember the way to make it work.
I think most of the guides you find online are from old TSW play throughs and are correct at least 99% of the time but they removed the "crafting" window in SWL so some few missions changed. Most just have an interractable device to craft the mission specific stuff in somewhere in the appropriate mission area.
I think this one might have actually been simplified into a mission specific action bar for when you were using the monocles.
The SWL version isn't as complicated as that.
First, you get the base monocle when you get the mission. You use it in quick inventory and it gives you a special action bar. At first it's just Q for the base monocle and E to dismiss the special action bar.
You use the base monocle to look at the will and it tells you a riddle that amounts to "go to the barn". The barn is nearby with the scarecrow champion in it. The plans are in the middle of the barn and I think you need to be looking through the base monocle to see them and pick them up. They're just a map that you can see the white/yellow lines on with the base monocle.
Follow the map to the bumper cars and find the next plans on the wall outside the bumper cars where the lines are. It has no lines with the base monocle so you need to find the red glass to make a red monocle. Follow the lines away from the bumper cars to the ferris wheel. The red glass shards are on the ferris wheel platform behind the shack. When you pick them up, you get a red lens on your special action bar as left click.
Use the red lens to look at the second plans and you see red lines. Follow the red lines to the food court like shacks where you find the next plans and the blue glass shards nearby. The blue glass shards give you a blue lens on your monocle special action bar as right click.
Use the blue lens to look at the third plans and you see blue lines to follow to the next plans. These plans have no lines with the base, red or blue lenses but you get to see purple lines if you use both the red AND the blue lenses at the same time to effectively make a purple lens by combining the blue and red at the same time.
Again, follow the lines on the latest plans (purple this time) to get to the last part of the mission. It's not plans this time it's a circuit diagram on the side of a small building. Use the purple to expose the entire diagram then, starting at purple again, use each portion of the diagram counter clockwise and your mission is done.
TSW Database[www.tswdb.com] usually has good walkthroughs for missions so if you do a browser search for the mission they're usually on the list and usually great for getting those annoying missions done that you can't figure out yourself.
I used them for the vast majority of the investigation missions in game myself. Really not patient enough to try to figure out some of the weird ones that already require out of game resources to determine what the heck you're supposed to do. Heck, the investigation mission type was designed to be completed as a community effort not just pure solo effort to figure them all out.

If you pick one and get stuck and unable to figure it out with one guide try another. I had actually used TSW Database for finding where the red glass shards were in the above run because I forgot where they were and totally missed them while following that set of lines.
INFORMATION
The crafting window was a feature of The Secret World (Classic) game that came out in 2012. Funcom did not add this feature in Secret World Legends which was released in 2017.
However, they they added a sub-menu if you noticed, that gives you the ability to drag the red and the blue glass when used with the Monaco gave you purple and the means to find the fifth part.
My guess is that the reason you ran into so much trouble and confusion was that the websites which offered the solution, did not bother to update their directions in accordance to the new menu feature.
In my opinion, it's best to use the muscle that matters most which is in the head to at least try to figure out how things work first before seeking assistance which has the possibility of leading you astray.
I realize that this is a post written almost 5 years ago, but I am leaving this so hopefully someone doesn't run into this in the future and now you know what to look for. ^^
