Scanning Local Files
Every time I boot up the game, it's scanning local files and takes about 10 minutes. Is it normal?

Either 10 minutes is an exageration or you have a very slow hard drive and/or internet connection. Scanning local files is a normal part of the game startup which I have seen take up to 30 seconds, it is an abreviated validation check.

Alternatively, you might want to check your HDD's Used vs Free space (and the percentage of your HDD which is in use).

After I did a full OS reinstall (that it turned out I didn't *need* to do, since the tech issues I was having weren't software related, but were hardware related >.<), I noticed almost all of my games loading and read/write speeds to the harddrive bumped up significantly. In the process of doing it, I purchased a external HDD for backing up/saving all of my previous files-- since then, I've kept a pretty firm policy, if it looks like it's a game I'll play again, but haven't played in a month, take all of it's data off of the internal HDD and put it onto the external, to save space and keep load times good.

So it's entirely possible that you're significantly over the 50% threshold, which is where you start to see signficant increases in your loading times.

Thanks! Yes, I think I gave exaggerated a bit, it takes a maximum of 5 minutes. I think you might be right, I'll check my HDD.

Thanks! I think my HDD it's the issue, I'll check it. It has less than 50% free space.

Definitely check that hard drive. Gal In A Waistcoat is playing from my old Alienware Alpha with a 5600rpm drive that she hasn't defragged since she got it from me, and it rarely takes more than a minute to scan the local files.

Free up some space, do a defrag, and download HDDScan or GSmartControl to give the drive a health check.
