clearing cache worked for me
steam->settings->downloads->clear download cache

What I did first :
- added the two SWL clients (.exe) in the Firewall exceptions ;
- did Repair broken data (launcher option)
The client auto-closed silently when I clicked Start (following the Repair option).Re-launched launcher.
A patch (348 MB) started to download.
RESULT : nope, could still not log-in.
- Then I flushed the Steam download cache (Steam Settings > Downloads…).
RESULT: as I post this, it still fails to authenticate on Steam again.(Steam will close and require to relog)
I read on the forums of people who got in by cancelling the authentication (when character(s) should load) and re-trying many times.
It took about 15 attempts, waiting about 5 seconds each.

What we know: Steam is failing the handshake from Steam's server to Funcom's server. Steam isn't sending any data to Funcom's auth server when this error is occuring so you get a general error message and the common causes for time-outs.
Yes, it's frustrating. This is affecting my account too. Clearing the cache worked the first time and subsequent attempts have required spamming PLAY and Cancel until it goes through. Best of luck to you all until this gets sorted out.
