Report a translation problem
The manhole covers form "arrows" pointing in the general direction you want to go. The end location is a plaque on the ground behind a shed on the docks.

I didn't want to spoil too much in case your trying to do it fairly, but some of these investigation missions are REALLY hard even doing internet research. Kingsmouth Code isn't too bad though (and comes with a website Funcom created for the town of Kingsmouth if you do a search for it). The cheat sites can be a real life saver if you don't want to put hours or days into it.
I remember KC pretty well because I was working to solve it before there were any cheat sites. But want to keep the spoilers to a minimum unless they are requested. All I'll say in addition is that you'll need a bible and a latin translator to finish it without help (another huge hint, and before people scream I wrote spoilers at the top of the message).

Youtubing is something I don't care for myself, I find using videos annoying. TSWD and Unfair.co use written guides. Any way it goes though this is a game where your going to need to use resources outside the game, either to cheat or solve the puzzles fairly. As the priest told you "nothing is impossible with Google at your side" (or something to that effect) that's a hint that you need to do research.
