Here's a workaround: uninstall all of the MS C++ redistributables, then install it once again, and from then on click "cancel" when the install/license dialog for it comes up.
In my case is was Microsoft Visual C++ 2010 x86 Redistributable that was always wanting to reinstall.
After attempting to manually install the Microsoft Visual C++ 2010 x86 Redistributable the game wants (vcredist_x86_2010.exe in the "thirdparty" folder in the games install directory), I was able to see the actual error message - fact was, I already had a newer/patched version of the Microsoft Visual C++ 2010 x86 Redistributable installed than the version in the folder that game was attempting to install. (Win 7 64 bit)
Since the error message prevented the install to complete successfully (it wasn't needed), the Steam install script for the game would never check off the pre-requisite as completed - hence, it would try to install it at every launch of the game.
Searching the forums came up with the fix. You'll have to find the registry key relating to the game and add the dword value that corresponds to the prerequisite install and set it to be completed. Thanks goes here.
Game ID for The Book of Unwritten Tales is 215160.
The Registry key on my Win 7 64 bit installation was HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Valve\Steam\Apps\215160
and I simply added the missing dword value "VCRedist 2010" and gave it the value of "1".
Windows at its finest.
This unfortunately happens for many games on Steam.

I had bought divinity original sin enhanced edition a few days before - the divinity original sin classic edition was included. And I had the problem that the game didnt run. Everytime I started the game - via the steam launcher or the EoCApp.exe -, the screen was zoomed in to maybe 1/4 of the normal seize, the game on steam "started", the steam cloud was actualized, then the game shut down again - the green "play" button was visible again. Till today I just got back to the normal resoultion by starting another game, which turned the resulution back again.
I had updated my graphic driver and reinstalled Visual C++ Redistributable Packages für Visual Studio 2013 - but it still didnt help. (my PC fulfills the system requirements by the way).
But now, just a few minutes ago, I could make the game run again. How?
I started it again and the screen resulution was zoomed in again - the game didn't work. So I checked the the resolution by right klicking on my desktop > resolution settings/screens settings and saw that the resolution was changed to something aroung 640 x n. Far under the minimum resolution which i can enable (800 x 600). SO iI changed the resolution back to the recommended resolution (1920x1080) and sinde them I can start the game now - the Steam launcher and the EoCApp.exe.
Don't ask my why this happened and why the manual change of the resolution solved the problem now, but maybe this helps some other players here.
p.s. I haven't startet the game itself yet, I just got into the main menu yet.
Every time I try to play almost any game it says install Microsoft visual C++ runtime but after I exit the game and try to play again it asks me to download it again. I already have it at that point so I then have to uninstall it and reinstall it to play. So confused not good with Tec. Thanks.
Also I’m on steam deck.
