I can't allocate starting skill points

I'm still at the start of the game and I am trying to get my first job to be a swordsman, but they say I'm not a high enough level yet even though I am 10/10. I found out that it is because I haven't applied my skill points yet, but I have applied my stats. However when I open up the skills page and try to click the arrows to apply points, nothing changes and all skills remain at level 1.

I've tried this for most of the starting jobs, tried restarting the game, tried changing the screen size to original size and smallest size, and reinstalled the game. None of these helped fix my problem and I still can't allocate any points to skills.

Am I doing something wrong or am I really just that bugged?

Ok there are two tiers of leveling in this game, your Level and your Job Level, Your level does your Stats (int str ect...) and your job does your skills. Hit Cntl-S to bring up the skills you will have a basic skill in grey and depending on if you did the quests or not first aide and playdead. Put all the Excess points in the only thing it will let you put the points in, Then click ok. This will let you take the Job. Also if it is giving you problems clicking on the skill to assign points to it use the Minimize button next to the close screen button on the skill tree to switch between the big view and the narrow view. Then try to click your skill. If that fails Uninstall the game, clear you steam cache of it, redownload it, you may have gotten a bad update.
