Lets say you are level 30 and respec. The way the system currently goes is..
1 element = 4 max spells
2 elements = 3/2 or 2/3 max spells
3 elements = 2/2/2 max spells
so if you go pure fire cra, you get 5 fire spells, you can max 4 of them at level 30, and the last you can raise up a little with the left over experience, so maybe 30/30/30/30/5, etc
if you go fire/air, you can max 3 of one element, and 2 of the other, so 3 fire/2 air, or 2 fire/3 air, etc. There is a little left over experience to raise other spells up a little, so you might look like
fire 30/30/30/5/5, air 5/30/5/5/30, something like that
The spells were made this way to let you focus on a certain elemental group for your play style, so you can go in a certain direction and can't just level up everything. Those playing will realize there are certain spells they use a lot and many they don't use at all, while finding out some spells are weaker, or restricted than others, or they like playing a certain way over another way. They might like the strong attacker, or the defensive tank, or the group support character for dungeons with friends, you get the idea.
My suggestion.
For the first 30 levels, just play how you want, see what spells you like, see what seems to work best. Go full offense, not really any reason to be a defensive character at low levels, you don't gain experience, loot, etc by stretching out the fights.
At level 30 with your free respec, check the forums and ask guildmates to see what you want your character to be. Usually its best to just keep a full offensive character until your next respec at level 80, then you'll have a much better idea about what skills, spells, etc you really use and like. There are many different builds so you'll adjust your character as you go.
so early play just for fun, at level 30 respec and focus on an offensive build. At level 80, really take some thought into how you want your character to be at higher levels. You can still change at higher levels but it takes a while to gather up the materials to do it. You'll probably respec a few times at higher levels just to max out your spells and adjust your character a little.
