People had to change the field of view in the config files.
Well, there should have been options for that stuff anyways. A slider for FOV, a checkbox for bobbing, a checkbox for f-ing mouse acceleration...
For your first question:
November 6th when they released an update which "added console command for changing fov" that was when console began working.
For your second question:
The console were never present since the Game was launched until after that specific update (Nov 6). Console was enable during the BETA testing. but not on the full version of the game when it was launch at the time.
