http://sandbox.yoyogames.com/make/tutorials
it has a pdf and some premade files you can import, finish and play.
Some are a bit dated though. But please, no posting of any more clown clicking games.

I'm looking for something that might help solve this, but nothing yet.
Does it build an empty window or doesnt do anything after compiling or creates a blank screen?
Did you attempt to make an executable. then install it or run normally from inside game maker?
At what point in the tutorial did you try to run?
Did you build one room with the clown in it and not a second room with nothing in it?
(I doubt its related but asking anyways)
Under file preferences is the load in fullscreen checked or unchecked?
Under resources game settings, sub tab windows, sub tab graphics is start in full screen checked or unchecked.

Running Windows7 64bits, GameMaker Standard License
I didn't try to do it because, I must confess, I don't know how to. I'm really new to game maker and the tutorial as it was described in the game maker from Steam, I had to upload my game to the Steam workshop so it could be played throught it. I didn't quite understand that, but now I'm in another computer and I will try to run the game again.
About your questions:
Does it build an empty window or doesnt do anything after compiling or creates a blank screen?
It doesn't do anything. Actually, it does open and close some windows, but it is too quick for me to understand what's going on. Then it shows those same code lines and nothing else.
Did you attempt to make an executable. then install it or run normally from inside game maker?
Not yet. I'll try now from another computer.
At what point in the tutorial did you try to run?
I was following the tutorial like it was described. I think I tried when everything was set, the room, the instances for the clown...
Did you build one room with the clown in it and not a second room with nothing in it?
(I doubt its related but asking anyways)
I build a room with the clown, I think it was described in the tutorial like this. Even if it was an empty room, I think the game maker would run an empty room, in other computers I saw it worked that way, I believe. That's why I am concerned.
Under file preferences is the load in fullscreen checked or unchecked?
Under resources game settings, sub tab windows, sub tab graphics is start in full screen checked or unchecked.
I think it is unchecked. I'm going to make sure now. Does it affects anything?
Btw, my computer is a Windows 7 64 bits.
Sometimes my game maker changes the target to android by itself, it will go through the compile then do nothing.
The fullscreen load is unchecked and the game is target to windows.
Installed DirectX 9 from microsoft and it solved the problem.
