Flash Games?
I hear this software can be used to make flash games, is this true?

If so, how viable of an alternative is it to Adobe Flash Pro?

You can't make Flash games with it, but it can export to HTML5 if you have Pro and the proper add-on.

Flash's advantages would likely be its inherent vector graphics and animation capabilities, whereas GM sticks to raster animation and more traditional sprite work. In my experience, Flash is harder to work with in general, though, but if you already know what you're doing in one there's probably not a ton of reason to force yourself into learning the other, at least for web game purposes.

HTML5? could you be more specific? what API does it use when exported? Canvas? SVG? WebGL? Other?

I don't see why this is relevant to you, it makes games that you can easily place on any sites and export the games to many other formats. So yes, It could be a alternative to any product made with Adobe Flash but as Zaron X stated it doesn't use vector graphics. It's simply two different mediums. As for what API it's using I know that WebGl is an option and it's exported to html/JavaScript if that helps you.

There are various differences between WebGL, Canvas and SVG. Out of the three, to my knowledge only WebGL supports 3D games and hardware acceleration.

SVG uses vector graphics (Scalable Vector Graphics)

And canvas has some other uses (better rendering than SVG and whatnot)

I think it's safe to count SVG out simply because GM doesn't deal with vectors.

The next big update for GM:S (1.3) will allow you to import vector graphics for sprites.

You can test it out on the early access build, though I think it currently only supports SWFs.
