(I may have to look into this again... I can't remember whether the two chupacabras spawn at the same time, or if one spawns and then another soon after).
From there, you definitely need to rely on your basic throw since more chupacabras will spawn after the initial two do. Throwing chupacabras into other chupacabras is the best tactic to keeping them grounded and allowing you to finish them off easily. Always remember that your grapple/throw animation has invincibility, so use that to your advantage.
