Blast Shot veteran of the antipirate movement

So I came back to this game after a year of not playing and I have an item, a cryocapsule containing Blast Shot veteran of the antipirate movement. I can't remember how I got him or what im supposed to do with this guy. hes not in my mission journals.

If it's an unmodded game, then it's probably a pirate quest which you can finish by giving the capsule to any pirate base or by taking it to any coalition planet (if you are doing quests as an undercover agent of coalition) and talking to goverment guy.
