Xenogears is more likely, because that's a Square Enix I.P. and they love to sell ports and HD Remasters, so Xenogears on PC is likely just a matter of time.

Monolith is a Second Party developer for Nintendo, similar to Game Freak with the Pokémon series. Monolith is the developer of Xenoblade, but just like Xenosaga and Xenogears before it, they don't own the rights to the I.P.
This is honestly — and sometimes unfortunately — quite common within the Gaming Industry and also why we see so many "Spiritual Successors" pop up over the time, because the creative minds behind so many of the most beloved franchises don't own the rights to the games they develop, their parent company who handles the publishing and distribution of their games does.
More often than not, the Publisher is the rights holder while the Developer is essentially just a licensed contractor for the I.P., even if a lot of what makes the games so good can be owed to them because as a Second Party Nintendo essentially gives them free reign over the games development with very little oversight or demands, so it's not exactly a bad deal.for them, it just means that they don't have the creative control to port the games to other hardware without the approval of Nintendo.
That being said, Nintendo might eventually follow the example of Microsoft and Sony by porting their games to PC after awhile, or otherwise someday a lot of the creative minds at Monolith might decide to break off, form their own independent development team, then make yet another Spiritual Successor with Xeno in the title.
I mean, we can wish, but probably not. Nintendo is, for reasons that are a bit ironic, extremely controlling of anything they own. Even if the next console totally fails (unlikely) and they are too bankrupt to continue to be a 1st party dev (even more unlikely) it still probably wouldn't happen.
I've been holding out hope for the past decade that they'd at least start selling old NES, SNES, and N64 games on PC, which I still can't believe they've failed to capitalize on the obvious demand for, so if they won't even sell old games on PC then they're certainly not going to sell current games on PC.
Still, it doesn't stop me from wanting it, nor does it change that anytime Nintendo is ready I'll gladly put down money they aren't getting from me otherwise so long as they make their games available on my platform of choice.
