How do I start a new game

No unlocks no nothing, like it would have been the 1st time i played it

Did you try the "obvious" things? Turning off cloud sync for the game in Steam, deleting the save files on your local box, starting a new game, enabling cloud sync again, and hope that Steam complains about being uncertain which file to use so you can tell it to use your local copy?

I've never wanted to throw away my progress on a game, but that sounds like the way to go for games that have cloud sync.

Well there is normally always options ingame to start completely new
