No, it's you misinterpreting the meaning of the word "multiplayer". It does not immediately equate to being online.
To be fair, it lists both "Local Co-op" and "Multiplayer" support as if they're two different things. That would seem to imply online multiplayer support.

You might have a point if that was the way Steam usually handled their listings.
Going by other games listed here, with just local co-op, you can see that they are listed as single player with local co-op. So as a customer, the very least I can assume when a different game got a listing stating multiplayer in addition, is something more than just local co-op.
So going by the norm, the listing for this game is incorrect.

There is no difference between playing on PC or on consoles.
The PC was ahead until about a decade ago, since internet gaming was rarely used on consoles.
Nowadays though, they are virtually the same.
(With the exception that PC hardware is almost always light years ahead in regards of features and power.)
The only fact that developers like consoles more, is that they have one set of hardware that is the same for everyone.
On PC you have thousands of different configurations that you need to support and QA test.
Anyway, as far as I know, none of the Traveller's Tales LEGO games has supported network multiplayer for PC ever.
Though it has occured previously that it was advertised shortly like that on the Steam store, since they obviously copy&pasted the description from the console box cover.
I use splitscreen / local co-op. Since my computer is a laptop, I can easily take it, plug in a projector or TV, & use 4 wireless xbox 360 controllers and BAM - insta splitscreen console experience, but portable. Also I find splitscreen gaming more fun in general, because of the laughs and fun had with real life friends, and it also allows me to play with my friends who don't play video games at all, or those who don't play video games on the pc.
My PC is hooked up to my TV and I play lots of local multiplayer, I just wish more games supported it.
Then you are somewhat lucky but my friends have not much time like myself because we have family. We also live in some distance to eachother. Local play is not an option for us. I suppose this is how it is for the majority of players. I have to admit that sitting at the same place is alot of fun but it's harder to achieve nowadays for me.
