Cannot move a rock in Minas Morgul

There's a big rock that must be moved to continue the story in Minas Morgul (the part where Frodo is possessed) and i cannot move the rock even after complete all the lego tracks.

@Ojucles: Are you right at the beginning of the mission before they even start climbing the stairs? I'm trying to figure out the part you're stuck at. I played through the mission without an issue, so I might be able to help you out if I know right where you're at.

When i start the mission I go to the left side, climb a rock and plant a tree with Sam. Then I go with Frodo into a dark cave where there is a rock and some lego blocks. I make the way so the rock can be moved but there's something that doesn't allow me to move that piece.

Bro, I don't know if you solved, but I had the same issue. What I did was avoid touching the rock when it can't be moved. Once you craft the track, only push the rock forward. Be careful not to move it to the right or left. Hope this works for you.
